The Civil Liberties Organization Anambra state branch is deeply worried over the torrents of reported cases of extra judicial killings and human right violations in the state in recent times.
Your Excellency, Recall our last letter addressed to your office on 19th September 2009 where we enclosed our two part petitions to the Inspector General of Police over the brutal murder of Nonso Ayalogu, Chekwube Okeke and other crimes against humanity by Awkuzu SARS.
You are also aware that the police in Anambra on October 5th 2009 showcased to the world their major breakthrough against crime in Anambra by foiling a kidnap attempt on Barrister Ozoemena Onyali SAN.
We wish to inform Your Excellency, that the picture of the deceased paraded by the police is the body of an innocent soul, Mr Usein Effiong Udoh, a concrete mixer with Praco Construction Ltd, the contractor handling the Federal High Court Office Complex at Awka.
It is highly unfortunate that darkness is about to cover the light in Anambra, that the Police /Scorpion Vigilante Squad could murder a young man just like that and plant a gun on his chest as a criminal speaks volume of the level of decadence in the closet of our law enforcers.
Remember in April 2009, we addressed a letter to your office on the urgent need to reorganize various groups like the police, vigilante and okada riders as the taproot towards eradicating crimes in the state.
We also kicked against the formal inauguration/recognition of the scorpion squad vigilante in August 2009 by the then CP Uzor Amakulor.
The INTERSOCIETY also wrote your office last month on the return of jungle justice in Anambra courtesy of the Anambra based vigilante groups.
Right now, Your Excellency, as we are waging war against Prof Iwu, the PDP and their pre-meditated script to destabilize Anambra, there is also a clear danger presently on the activities of orthodox and unorthodox security agents in the state.
The attached letter to the C.P shall give you more in-depth view again on the unfortunate incident of 5th October 2009
As a consequence of the extra judicial killing, a federal government project in the state is presently jeopardized.
We have always held your Administration in high esteem despite various vitriolic attacks we’ve received from different angles for our unwavering solidarity. Our greatest defense in such moments of attack has always been that your Government enjoys input legitimacy and is a clear departure from past Administrations in the state that elevated gun culture and human right violations to another unofficial duty of government.
Remember Mbadinuju & Ngige era, there is a great danger that some people are about to push your Administration into that inglorious path and we say God forbid.
Section 215(4) of the constitution of the Federal Republic of Nigeria 1999 unambiguously confers on Your Excellency the status of the Chief Security Officer of the state.
We therefore call on you to use your good office to address these outstanding human right violations and abuses in the state .our demands on the killing of Mr. Usein Udoh in the letter addressed to the state CP (attached here) and our previous letter on extra judicial killings by the SARS becomes quite handy and germane here.
The Managing Director Praco Construction Company and the Principal, Ricky Tarfa SAN and co law firm are planning to address a press conference in the state next week over this unlawful killing.
It will therefore be a serious defect on the image of the state especially now that the 2010 election is around the corner if the government folds its arms when a serious human right violation is committed by paid law enforcement agents.
Be assured of our uncompromising stance as long as you do the needful.
